Background of the Study:
Sexual harassment in academic institutions has become a growing concern worldwide, with many students, particularly women, reporting instances of inappropriate behavior by lecturers, peers, and other staff members. In tertiary institutions in Zungeru, Niger State, sexual harassment has been reported as a significant barrier to creating a safe and conducive learning environment (Adebayo, 2024). Despite the enactment of various policies aimed at preventing sexual harassment in universities and colleges, the effectiveness of these policies in addressing the problem in Zungeru remains uncertain.
This study will assess the policies on sexual harassment implemented in tertiary institutions in Zungeru, focusing on their comprehensiveness, awareness, enforcement, and the support systems in place for victims. By examining how these policies are applied in practice, the study seeks to provide insight into whether they effectively deter harassment and support those who are affected.
Statement of the Problem:
Sexual harassment in tertiary institutions remains a pervasive issue in Nigeria, and Zungeru is no exception. Although sexual harassment policies have been put in place, there are concerns about their implementation, enforcement, and the lack of awareness among students and staff members about these policies. This study aims to assess the current state of sexual harassment policies in tertiary institutions in Zungeru and evaluate their effectiveness in addressing the issue.
Objectives of the Study:
To evaluate the effectiveness of sexual harassment policies in tertiary institutions in Zungeru, Niger State.
To assess the awareness levels of students and staff about these policies.
To recommend improvements to the sexual harassment policies and support systems within tertiary institutions in Zungeru.
Research Questions:
How effective are the sexual harassment policies in tertiary institutions in Zungeru in preventing harassment?
What is the level of awareness of sexual harassment policies among students and staff in tertiary institutions in Zungeru?
What measures can be taken to improve the enforcement and awareness of sexual harassment policies in tertiary institutions in Zungeru?
Research Hypotheses:
Sexual harassment policies in tertiary institutions in Zungeru are not effective in preventing harassment.
Awareness of sexual harassment policies is low among students and staff in tertiary institutions in Zungeru.
Improved policy enforcement and better awareness programs will reduce sexual harassment incidents in tertiary institutions in Zungeru.
Scope and Limitations of the Study:
This study will focus on the implementation of sexual harassment policies in tertiary institutions in Zungeru, Niger State. Limitations include the potential reluctance of participants to openly discuss harassment incidents due to fear of stigmatization or retaliation, as well as possible underreporting of harassment cases.

Sexual Harassment: Unwelcome or inappropriate behavior of a sexual nature that creates a hostile or intimidating environment, often within the workplace or educational settings.
Tertiary Institutions: Higher education institutions such as universities, polytechnics, and colleges of education.
Policy Enforcement: The measures taken by institutions to ensure compliance with established rules and regulations regarding sexual harassment.
